For special operations, yes they often modify currently existing equipment. See: http://en.wikipedia.org/wiki/Lockheed_MC-130

I find it hard to fathom that an entirely new class of chopper found its way past the budgetary committee.

But upgrading and "stealthifying" existing units is a way past that.

Hence why toilet seats at the pentagon cost $2,567 to replace.

I am in love with the US military's shadow programs now. Go git 'em boys.

I feel like JSOC probably gets carte blanche when it comes to spending. And i'm ok with that.

2. I don't care how tough you build it, it's not impossible to blow up a downed U.S. Helicopter.
3. I'm sure they did what they had to do to protect confidential US technology.
